WILLIS Staff Writer For the second time in seven months, Jefferson County police have arrested men in the restrooms at Jefferson Mall on sex charges. Twelve men, ranging in age from 24 to 71, were arrested last week and charged with soliciting sodomy, a misdemeanor. All have pleaded not guilty. Last September police arrested 43 men on similar charges after receiving complaints from patrons and security officials that hom*osexuals were using the restrooms as meeting places.

New complaints prompted the police to return last week, said Capt. Ed Brodt. The suspects were arrested after they propositioned a police decoy, Brodt said. As happened in September, an undercover officer visited public 1 restrooms in the mall's common areas and in large department stores, Brodt said. Most of the suspects approached the officer and asked to engage in oral sodomy, according to arrest slips.

Brodt said the suspects were remarkably bold, openly asking for sex from an officer who had done nothing more provocative than perhaps make eye contact with them. To help protect the officer's safety and to help in gathering evidence, the decoy in last week's arrests wore a "wire" to transmit and record conversations in the restrooms. Officers in the mall's security office listened to the conversations. In each case, two or three other officers stayed on a telephone near the restroom, awaiting the wire monitors' orders about when to assist the decoy in arresting the suspect, Brodt said. The latest operation ran from Monday through Thursday of last week.

Police will return if there are more complaints, Brodt said, adding: "As blatant and open as it is I couldn't preclude going out there even without a Mall security officer Wendell Large referred comments to mall manager Myron Worley, who he said was on vacation. Arrested on the solicitation charge were: Barry Allen Black, 24, of Hardinsburg, Kenneth Burkhead, 39, of the 9200 block of Lantana Drive; Lewis Todd Crouch, 26, of Shepherdsville, Christopher Alan Dehner, 27, of the 4700 block of Quinn Drive; Grady B. Ford, 57, of the 9900 block of Winged Foot Drive; Clarence August Gaus, 71, of Shepherdsville; David Paul Gibson, 37, of the 100 block of Whitehall Terrace; David Vance Hicks, 39, of the 2200 block of Duncan Street; James Marvin Powell, 40, of Greenville, Joseph Earl Robinson, 46, of the 12400 block of Crosswinds Drive; Deibert E. Schumacker, 59, of Leitchfield, and Benny Leroy Williams, 39, New Albany, Ind. Crouch and Hicks also were charged with resisting arrest.

Portland man sentenced to 20 years in beating death A Portland man was sentenced to 20 years in prison yesterday after he pleaded guilty in the beating death of another man. Ronald Priest, 32, of the 400 block of North 26th Street, had been charged with murder, but he pleaded guilty to the reduced charge of second-degree manslaughter in a plea agreement with Assistant Commonwealth's Attorney Vincent Eiden. Priest also pleaded guilty to second-degree assault and to being a persistent felon. He waived his right to a presentencing investigation of his background and was sentenced by Jefferson Circuit Judge William Knopf. Eiden said Priest got into a fight with Franklin W.

Hampton, 27, outside Priest's home last Aug. 26. Priest struck Hampton with a baseball bat, causing minor injury. Charlie P. Duke, 37, of 2729 Alford intervened and was struck with the bat, Eiden said.

Duke died of a broken neck. But Eiden said Duke also had a blood-alcohol level of 0.42 percent more than four times the level at which state law considers a person intoxicated which may have contributed to his death. Police initially charged Priest's sister, Anita Dickey Fusting, after she told police she had killed Duke. Fusting, 34, of the 1000 block of Seelbach Avenue, later retracted her confession, and Priest was charged. Knopf dismissed the charges against Fusting after Eiden said he believed she was lying when she "confessed." He said in an interview that he thought Fusting was trying to protect her brother because of his previous felony conviction.

Knopf sentenced Fusting to 30 days in jail for failing to appear in court as scheduled on March 27. She has already served 10 days, and the remaining 20 days were suspended for two years. LOUISVILLE AREA DEATHS Jack M. Baringer, formerly of Louisville, died Sunday in Sumter, S. C.

He was a sales manager in Kenco Division of Southern Coatings an Army veteran of World War II and a member of Elks Lodge. Survivors: his wife, the former Doris Wright; three sons, Jack Baringer Jr. of California, Scott Baringer of Florida and David Baringer of Missouri; a daughter, Stannye Baringer of Missouri; two sisters, Thelma Baringer and Peggy Ray; and two grandsons. Gor- U.S. protests Kentuckian's death in Liberia Associated Press The United States yesterday protested the death of a Kentuckian who died in surgery from a leg wound he suffered last week when he was shot by soldiers at a roadblock in Liberia. The U.S.

Embassy said Martin Joseph Millay of Owensboro was on a school campus when troops fired at his car. The embassy's statement disputed Liberia's claim that the shooting occurred outside the residence of President Samuel Doe in Monrovia. A Liberian spokeswoman said the government deeply regretted the incident, adding that the soldiers involved have been arrested and face a court martial. Millay, 39, left Daviess County six months ago for a job in Africa. He had left the first job and had been maintenance director for Gibacol Air a Monrovian charter airline for about a month, said Louing Lew, head of the U.S.

division of the Dutch company that owns Gibacol. Millay died Thursday of cardiac and respiratory failure during an operation his lower leg, said Frances Jones, a U.S. State Department spokeswoman. Millay was shot Wednesday evening, Jones said Monday. A soldier claimed he tried to shoot at a tire on Millay's vehicle after Millay didn't stop at a checkpoint, she said.

"He was brought to the hospital, and then he went home," Lew said. "He had to go back the next day for them to remove small pieces of lead and skin. They said he died of a heart attack on the operating table." Lew, who has been in Liberia many times, said security stops are common there. But the company never before had any problems with soldiers firing on its vehicles, he said. The U.S.
